The case is led by Researcher Song Xianfang from the Institute of Geographic Sciences and Natural Resources Research,Chinese Academy of Sciences,and launched by a team jointly composed of Panshi Municipal People's Government,Panshi City Agriculture and Rural Affairs Bureau,Jilin University,Panshi supply and Marketing Investment (Group) Co.,Institute of Agricultural Resources and Regional Planning,Chinese Academy of Agricultural Sciences,Beijing Tianhang Create Technology Co.,Ltd,etc. The case has been listed as a case of the "Geographical Indications Environment & Sustainability " (Case 12).
The history of rice cultivation in the Northeast region is long. According to the "Biography of Bohai" in the New Book of Tang, there was rice from Lucheng during the Tang Dynasty more than 1300 years ago. In 1910, a large number of Korean farmers migrated to Panshi to grow rice.
Panshi City is located in the south central part of Jilin Province, in the transitional hills and semi mountains between the Songnen Plain and the Changbai Mountains. The annual average temperature in Panshi City is 4.6 ℃, with an annual accumulated temperature of 2578-3093 ℃ or higher than 10 ℃. The average annual precipitation is 699.6mm; The annual sunshine hours are 2491.2 hours; The average annual frost free period is 125 days. The soil is mainly composed of black soil types such as meadow soil and dark brown soil. There are over 2000 reservoirs and ponds with an area of over 280m2 within the territory of Panshi. Below each pond is a paddy field.
Currently, there are six rice varieties under cultivation, including Daohuaxiang 2. In 2021, the yield of Qiantang rice in Panshi City was 8700 tons, with a production value of 120 million yuan and a per capita income of over 8000 yuan. The "Qiantang Rice" production management leadership group in Panshi City is responsible for production technology training and field management production technology guidance, ensuring the standardization of rice planting and production.
The management technical standards include planting, irrigation, fertilization, pest control, procurement, storage, rice production, pest and disease management, and natural disaster response. Guided by excellent varieties, the products are positioned as "green, environmentally friendly, organic, and healthy" products.
Based on the institutional advantages of rice traceability technology and full industry chain standardization, the management and sales model is "village comprehensive service cooperatives (village collective economic organizations)+cooperatives+order sales" to ensure the high quality of Qiantang rice and its ecological environment. The quality of rice meets hygiene and nutritional standards, and the chalkiness and gel consistency of rice samples are higher than the national standards for high-quality rice.
In 2021, 10 automatic real-time observation stations for product habitats were set up in rice planting areas to automatically detect and record the growth environment of rice. The monitoring indicators of these monitoring stations include water quality, soil, meteorology, vegetation, diseases and pests, etc. Panshi Qiantang Rice has established a traceability system technology and platform to present traceability data from three dimensions: quality, geographical location, and time. The international registration of this case, the registration of the China Science and Technology Resource Sharing System, and the Qiantang Rice Monitoring and Traceability System have all been registered in accordance with national standards.
"Geographical Indications Environment & Sustainability " is led by the Chinese Geographical Society, incorporated into the action plan of the " Innovation China" professional science and technology service team of the China Association for Science and Technology. Its purpose is to integrate basic sciences such as geography, resources, and ecology, as well as information and communication technologies such as geographic information systems, remote sensing and Earth observation, big data and the Internet of Things, with open science as the basic principle, to protect geographical indications, to promote rural revitalization and regional sustainable development.
