Dr. Barbara J. Ryan, the world famous scientist, outstanding leader in earth sciences and earth observation, accepted the IGSNRR’s invitation to be the Associated Chief Editor of Journal of Global Change Data & Discovery on 30 November 2018 in Beijing, China. The new journal of Global Change Data & Discovery was launched in March 2017, which is sponsored by the Institute of Geographic Sciences and Natural Resources Research (IGSNRR), Chinese Academy of Sciences, and Geographical Society of China (GSC). Professor Ge, Quansheng, Editor-in-Chief of the Journal of Global Change Data & Discovery and Director General of IGSNRR/CAS delivered the certificate to her. She was very happy to accept the invitation to serve the Journal for the following five years.

Dr. Barbara J. Ryan is an well-known scientist in hydrogeology, she got her B.S. Geology from State University of New York at Cortland, Cortland, New York; M.S. Geography, University of Denver, Denver; M.S. Civil Engineering/Water Resources Engineering, Stanford University and Honorary Doctorate for Science, State University of New York at Cortland in USA.

She served U.S. Geological Survey (USGS) as the USGS Liaison to the Assistant Secretary for Water and Science, DOI, Washington, D.C., Deputy Director and Associate Director of USGS. The most influence of her excellent job is to make the Landsat satellite data full and open for free of charge to the world. Millions of scientists and decision makers from all over the world have greatly benefited based on it, and obviously, because of the data long tail role for research, the data will benefit the world for generation to generations in the future. It is the milestone in the scientific history of the world in open and access the earth observation data.

Dr. Barbara J. Ryan is an outstanding and distinguishing leader in the international originations. She served the World Meteorology Organization (WMO) as the Director of WMO Space Programme. She was Director of the Group on Earth Observations (GEO) Secretariat in Geneva, Switzerland. During six years when she served GEO, the national member from 89 to 105, the participating organizations from 75 to 118. She led a successful programmatic transition from the first decade of GEO (2005 to 2015) to the second (20162025). Now the GEO is one of the most active and influence international organization in the world.

She Received both Meritorious and Distinguished Service Awards from the U.S. Department of Interior (DOI), Geospatial World Forum Hall of Fame Award, Key Women in International Organizations in Geneva, Switzerland Award and Martha Maiden Lifetime Achievement Award from the Earth Science Information Partnership (ESIP).

The Journal of Global Change Data & Discovery, launched in March 2017, is sponsored by the IGSNRR/CAS and Geographical Society of China. It is part of Global Change Research Data Publishing & Repository (GCdataPR) which was online in June 2014. The journal and the repository are in both Chinese and English. The special of the journal is publishing the dataset and data paper coordinately. More than 900 data authors from 12 countries published their dataset at the system, and scholars from more than 90 countries of the world downloaded the datasets. The GCdataPR was approved to be WDS regular member, GEO data provider and broker, China GEO data publishing center. It was awarded the 2018 World Summit of Information Society Prize (e-Science Champion), Innovation Project of Digital Publishing of China in 2018.

Dr. Barbara J. Ryan was the editorial board member of the GCdataPR since 2014. She provided a series of suggestions, comments and guidance about the data publishing principles, guidelines, data infrastructure, data policy, data quality control to GCdataPR. With her support, the Data Sharing Principles in Developing Countries (also called “Nairobi Data Sharing Principles”) was successfully adopted in the International Conference on Open Data for Sciences and Sustainable Development in Developing Countries, which was held in United Nations Campus in Nairobi. The conference was jointly organized by ICSU, CODATA, WFEO, WDS, GEO, RDA, UNESCO and ISDE. She reviewed manuscripts carefully with detail comments and suggestions. She commented the “Data Impact Score” (Data Impact Score), a new quantitative method for evaluating scientific data impact and will published at the Journal of Global Change Data & Discovery: “This is really unique, Nice Work! I have written to the USGS asking for their guldens on publishing data as well as scientific report.” Scientist from USA, Russia, UK, Austria, Germany, Japan, Kenya, and South African also jointed the editorial board of GCdataPR and the Journal.
