Claim Scientific Discovery with both Paper and Data
---A common understanding from 35 global change and earth sciences Journals of China
In response to the Open Data in a Big Data World, an international Accord issued by ICSU, IAP, ISSC, and TWAS in 2015, representatives from 35 global change and earth sciences journals in China participated in a workshop on data publishing and academic journals on 10 March 2016, in Beijing. These journals are published by various academic organizations, including the Geographical Society of China, Chinese Society of Natural Resources, China Meteorological Society, Plant Society of China, Chinese Geophysical Society, Chinese Society of Soil, Chinese Academy of Sciences, China Polar Study Center, National Remote Sensing Center of the Ministry of Science and Technology, Chinese Academy of Surveying and Mapping, China Meteorological Administration, as well as universities.
The participants of the workshop discussed the Principles of Open Data, especially from the practical dimension of academic journals. The representatives of the journals agree to take the action based on the following common understanding:
1. The author(s), who submit his/her/their manuscript(s) to these journals, will be encouraged to submit the related original data for publishing; the authors, who used the data from some other dataset(s), should be requested to cite the data sources in the manuscript(s).
2. The Global Change Research Data Publishing and Repository (GCdataPR) (doi:10.3974/ at www.geodoi.ac.cn) is recommended to be the common infrastructure for global change and earth sciences data publishing and repository, which will make the links and computer communication available with all participating journals.
3. The 10% rule will be adopted for peer review of data publishing and to identify the dataset as an original one. It means that the dataset, which is recognized as the original one and will be protected, should meet both of the following conditions: a) the total number of records from other dataset should be less than 10% of the total records of the new dataset; and b) all of the records from other dataset should be cited in a suitable place for the public record.
4. The published data will be openly and freely available online for the end users.
5. Any value added service users or users, who would deliver the datasets in any way, online or offline, should get formal written permission from the GCdataPR Editorial Office for the delivery using an approved license.
